The Smart Growth recommendations shown under "Review and Discussion" were developed after several workshops. The background information is presented below. You can review the workbook with this link: Community Character Element One issue still under discussion is the link between housing and jobs. More pointedly, whether workers can afford housing in the vicinity where they work. If the answer is no, this is an issue that has the unavoidable side effect of causing major transportation costs.
