Time and Place: Wednesday, November 16, 6-8 p.m., 1st Floor, Lee County Administration Building 2115 Second Street, Fort Myers Florida.

 

1.  Call To Order, Introductions, Review of Agenda

 

2.  Administrative Matters

           

            A.  Minutes of August 17, 2005,and Summary of October 19, 2005.

 

            Action Needed: Accept and Approve the minutes as amended by discussion of the members.

 

3.  Action items:

            A.  Volunteers to represent the Committee at the Local Planning agency meeting of November 28th

 

            Recommended action:  Designate one or more members to attend the LPA meeting of November 28, 8:30 am, BoCC meeting room.

4.  Workshop of locations for further assessment for mixed use development, workforce housing.

 

5.  Updates.  Staff will provide updates on the various Smart Growth initiatives underway.  Also to be discussed is a joint meeting, or a subcommittee to meet with the Human Services Council.

           

6.  Public Comment

 

7.  Set next meeting date (December 21), identify agenda items, and Adjourn.

An agenda is attached for your next meeting, which will be Wednesday, November 16, 6-8 pm, at the Lee County Administration Building, 2115 Second Street, 1st Floor meeting room.

 

The meeting will be largely a workshop.  It will be to review locations for further study as “smart growth sites” for infill and redevelopment.

 

Also, since Wilma postponed the LPA meeting of October 24th, I will be soliciting participant for the rescheduled meeting date of November 28th (8:30 am, BoCC meeting room).

            Re:      Think of locations where densities and intensities should be examined

 

Good Morning Committee members.

 

In August you received a briefing about some of the opportunities for redevelopment, and some of the things enterprising folk can do with digital cameras and a capable sketch hand.  Those who missed the meeting, and would like to see the power point, let me know, a large file will head your way, twice (two different presentations.) Also this is an offer to those who were there and would like a copy.

 

The redevelopment proposals addressed the variety of policies the committee promoted--mixed uses, the opportunity for work force housing, a degree of walkability and tamed traffic, improved stormwater management, increasing the usage of existing public infrastructure, the opportunity for shortened work/home trips, transit nodes, and so forth.

 

To a certain degree, there were some "castles in the sky" aspects of the discussion, but that is a necessary component for redevelopment discussions--to spark the imagination.  The sites selected for sketches were not "recommendations" but examples.

 

At August's meeting, we also mentioned that "us planners"--mainly the thoughtful folks over at the Planning Department---had tagged about 15-18 sites for this kind of examination.  They were commonly, but not uniformly, intersections.  The intent is usually examining intersections. Was not to create traffic choke points but instead, since villages and towns do depend upon transportation nodes, to preidentify future "villages" where the transportation is already provided.  

 

Here are the list of sites the planners tagged for discussions:

Pine Island Road (Bayshore) and Old US 41

Joel Boulevard west/south of Greenbriar

College and Winkler

Alico and Three Oaks

Bridge Land of new US 41, north of the Caloosahatchee AND the broader area of North Key Drive to Old Bridge Road

South Page Field ***(Community Planning effort underway)

Metro Parkway ( next to South Page Field)

McGregor and Gladiolus

Summerlin and San Carlos

South Tamiami Trail (a.k.a. US 41) and Alico

Corkscrew Road and South Tamiami Trail

Daniels Road and Metro Parkway

Daniels Road and Fiddlesticks

Daniels Road and I-75

State Road 82 and Lee Boulevard

 

What is important about this list is that places such as this, after public discussion and review, would be places the county will promote the highest densities and intensities.  As such then, public response can be quite negative, particularly if neighboring residents sensitivities are ignored.  This is the very strength that Community Planning Programs can provide to such areas--identifying the places where centers can be promoted (as centers, not the unused parcel off in the hinterland) and identifying the needed community remedial steps that are needed. 

 

Prior to the next meeting, Wednesday, November 16, my request is that you think of locations where densities and intensities should be examined for promoting in the forthcoming round of plan amendments.  We will have maps.
