UNDERSTANDING THE ABBREVIATIONS
The recommendations following this section have
been developed by the Lee County Smart Growth Committee over a year
long effort. During that time, it became recognized that the Board of
County Commissioners have several roles and several functions.
Consequently, staff developed a "short hand" to reference which role
or which function a particular recommendation may be addressing.
Roles: The Lee County Commission has effectively
four interrelated roles. Each recommendation applies to at least one
of these roles of the Board of County Commissioners. When the Board
serves as a regional entity, an initial for it was developed ("R")
Similarly, for when the Board serves as a de facto City Council
("Ci"), an Advocate ("A"), or the Forum for discussion ("F"), the
latter role also applying by leading through example, an initial was
developed.
Functions: Similar to above, the Lee County
Commission was recognized as having four interrelated functions. Each
recommendation will require the County to use one or more of its
functions. The Commission's general government funding/taxation/budget
was referenced by an initial ("B"), its' police
power/planning/regulatory was referenced the same way ("P"), its'
enterprise activity/incentives/special taxing effort ("E"), and its'
intergovernmental coordination ("I"). The latter function will
indicate with whom the effort will need to be enacted through direct
reference.
