1.  CALL TO ORDER, INTRODUCTIONS, REVIEW OF AGENDA

 

The meeting of the Lee County Smart Growth Advisory Committee was opened by Co-Chairman Mr. Bill Hammond at 6:05 p.m., in the First Floor Meeting Room of the Lee County Administration Building.  The following Committee Members were in attendance:

2.      ADMINISTRATIVE MATTERS

 

A.     MINUTES OF AUGUST 20, 2003

 

Accept and approve the Minutes as amended by discussion of the members.

 

Co-Chairman Hammond announced that due to the lack of a quorum, no action will be taken on the Minutes tonight.

 

3.   ACTION AND RECOMMENDATION SECTION

 

A.     REVIEW COMPOSITE FINALIZED RECOMMENDATIONS

 

Review and amend finalized recommendations for action.

 

Mr. Wayne Daltry presented to the Committee the book of preliminary recommendations which is the result of this Committee’s work.

Later in the meeting after presentation of Items 1, 2, 3, and 4 A, and B.

Mr. Rudy Marion requested that in the final presentation that the maps be made larger.  An in-depth Committee question and answer period ensued.  The committee agreed that between now and the next meeting, they would review and flag the top three or four issues in each of the four categories, for discussion next month. 

 

B.     REVIEW TAXONOMY OF RECOMMENDATIONS

 

Mr. Daltry briefly reviewed each item in the Table of Contents.  Mr. Daltry requested that everyone, starting with Section II, familiarize themselves with the book. 

 

4.      OTHER BUSINESS

 

A.     PRELIMINARY OUTREACH STRATEGY:

 

1.      Develop a Speaking Engagement List.

2.      Review Recommendations with each Community Planning Organization.  (A staff report will need to be developed for each community, describing potential impact of recommendations)

3.      Meet with each appropriate County advisory body and staff.  (A Committee chairman will be needed for these; staff will work with appropriate committee staffer on meeting date and agenda.  The primary purpose will be to discuss potential impact of recommendations with each committee.)

4.      Meet with appropriate non-county public agency.  (A Committee chairman or a County Policy Board member – or both - will be needed for these.)

 

Mr. Daltry briefly reviewed this item; he is scheduled to speak next month to the Human Services Council; he has already spoken to the CAANP (seven neighborhoods Lee County supports).  He is coordinating with the other advisory committees, trying to hammer out the issues ahead of time so that there will be no conflict when they come before the Board of County Commissioners.

 

B.     HOMEWORK ASSIGNMENT – EPA’s 100 POLICIES FOR SMART GROWTH.  REVIEW SUMMARY AS PROVIDED.

 

This item was very briefly discussed.

 

C.     STATUS REPORTS:

 

1.      DRGR

2.      Red Tide Research

3.      Greyfields

4.      Transportation Concurrency

5.      Lehigh Special Study Effort

6.      Platted Lands

7.      Affordable Housing Funding

8.      Human Services Council

 

Mr. Daltry gave the following Status Reports:

1.      DRGR – the Board of County Commissioners approved the scope of work on the GR side of it.  The report is expected by June.

2.      Red Tide Research – tomorrow at the RPC, two different schools of thought will be discussed.

3.      Greyfields – we are talking to people about developing a prototype; Frank DeAlessandro is working with Mr. Daltry; they will do articles for the News-Press.

4.      Transportation Concurrency – Lee County did have a concurrency program; however, the State said to stop.  Lee County is trying to get it back.

5.      Lehigh Special Study Effort – we are starting a population assessment update of Lehigh to give a population demand forecast.  There have been productive efforts with the East County Water Control District; having them forgive the tax debt on properties.

6.      Platted Lands Study – ULI had a Workshop on this in conjunction with the local planning section; legislation will be drafted to try to make it easier for land reassembling in the Lehigh area; Cape Coral is a partner in this.

7.      Affordable Housing Funding – the County Manager is recommending a certain fund be established to assist in various initiatives for affordable workforce housing.  He would serve as counsel.

8.      Human Services Council – Mr. Daltry will be speaking to this committee next month.

 

5.   PUBLIC COMMENT

 

During the discussion on the recommendations, comments made by the public were answered by the committee.

 

6.   SET NEXT MEETING DATE AND ADJOURN

 

      The next meeting is scheduled for October 15, 2003, from 6 p.m. to 8 p.m. in the Lee County Administration Building, 1st Floor Meeting Room.

 

Co-Chairman Hammond adjourned the meeting at 6:54 p.m.
